During the course of your remodeling project, there will be debris on which there is lead dust, as well as concentrated lead chips/dust in the HEPA vacuum.
The EPA makes a rather significant distinction between “hazardous waste” and “construction debris”.
The only debris which is considered hazardous waste is the concentrated paint flakes collected into the HEPA vacuum.
This is because the concentration of lead which will be found in the paint chips is high.
Whereas, the concentration of lead in all the other debris is very low.
Everything else, including the disposable coveralls, the respirator filters, and the 6 mil poly are all considered construction debris due to the low concentration of paint (and hence lead) in the debris.
The construction debris may be taken to any landfill for disposal.
The hazardous waste must be properly disposed of at a hazardous waste facility.

Every city in the Bay Area has some form of free regular hazardous household waste disposal, which is intended for paint and other household hazardous waste, whereas contractors are charged quite a bit for the disposal, a cost which must then be passed onto the homeowner.
