Your water meter is located in the front of your house, near the street, very likely in a concrete box with either a plastic or metal lid.
Once the lid is removed, you see the meter gauge (under a flip up lid) and the valve.
On the gauge is an indicator (generally in the shape of a triangle) that twirls around as the water flows.
If you suspect you have a leak somewhere on your property, you should shut off all the water, everywhere, then check the indicator on the gauge.
If it’s spinning around, you do have a leak somewhere.
The meter and the valve is the property of the water company.
In most cities, if you try to turn that valve and it breaks, they charge you to replace it.
But if you call them to turn it off and they break it, they fix it at their expense.
